Public Distribution System (PDS) is an Indian Food security system Established by Government of India under Ministry of Consumer Affairs, Food and Public Distribution and Managed jointly with State Government. It distributes subsidized food to beneficiaries.


GoG has appointed GEL as the Implementation agency for the rollout of TPDS. Three major components of TPDS are Digitization of Existing Ration cards & verification of Digitized Data, Smart card generation and Supply Chain Management. The major software application used in this are Stakeholder’s Information Management System (SIMS), Existing Ration Card Management System(ERCMS), Food And Essential Commodity Assurance Security Target(FEAST) and electronic-Public Distribution System(e-PDS).


TPDS in Goa will be implemented in two phases.


• Component I

Digitization of Databases

Digitization of beneficiary database will be done through manual data entry, leveraging and verifying with other databases like NPR, UIDAI, SECC, EPIC, etc. This will result in creation of centralized database with clear processes for its system based updations. This will also include seeding of AADHAAR no. in the database of beneficiaries. The digitized database will be used for online addition, deletion and updation of ration cards and issuance of new ration Cards.

Supply Chain Management

This involves use of ICT tools for tracking the movement of allocated food grains at both the stages i.e. from FCI to intermediary storage/ distribution points and further to FPSs.

Transparency Portal and Grievance Redressal

Transparency portal would host TPDS related information in public domain, such as list of beneficiaries, details of FPSs they are attached to, Storage godowns/depots, State Food & Civil Supplies offices/Officers, etc. Information about availability of foodgrains will be disseminated through SMS/email to all beneficiaries and other registered individuals in the local community. Beneficiaries & citizens will also have access to the Transparency Portal along with four-digit toll-free numbers for registering their grievances and resolution.

• Component II

Management of Ration Card (Issuance of Smart Cards)

Once all the Ration Card data of the State have been digitized then the data is ready to perform online operations with respect to Ration Card and FPS management.

FPS Automation:

POS terminals will be provided to all the FPSs in the state so that day-to-day PDS operations are carried out.
